1) the steps Joe took in approaching the problem;
2) what other people, organizations and entities needed to be consulted
and involved;
3) how tribal cultural norms were taken into consideration and how were
they handled;
4) what historical records were researched to inform the plan of action;
5) what mistakes were made and how they were resolved; and
6) the outcome.
