The Indian Trust Fund Mismanagement - Oil and Gas Royalty Checks

Joe Gallagher, a 22 year veteran of the Forest Service, based out of an office near the affected Navajo reservation, was the first person Navajo tribal leaders came to when the checks for oil and gas royalties didn't come in. Here's how he approached the issue. Watch and Listen

Assignment: As you watch and listen take note of:
1) the steps Joe took in approaching the problem;
2) what other people, organizations and entities needed to be consulted and involved;
3) how tribal cultural norms were taken into consideration and how were they handled;
4) what historical records were researched to inform the plan of action;
5) what mistakes were made and how they were resolved; and
6) the outcome.

Prototype Description - Expert's View

"Expert's View" allows students to learn from the seasoned FS or BLM manager (Expert) who had direct responsibility for the case presented in the "In the News" audio clip. The expert explains his/her complex thought processes in approaching a specific ill-structured authentic problem.
