What To Do Until Then:
There are a few things that the general populous can do as they await the plan to be cleared

• Create a Bomb Shelter
  
  Just because we have a fool-proof plan doesn't mean that the penguins couldn't strike first. So be safe, create a bomb shelter in your basement, fill it with supplies and have "End of the World" drills every week. Invite your neighbors and make a party of it!
  
  
  
  
• Avoid the Zoo
  
  The Penguins can only learn more about us if we go to their spies in the zoo. If a school field trip is planned, sabotage the bus so the children can be safe. By all means, do NOT take matters into your own hands and try to eliminate the Penguins in the zoo. If that is done, you may trigger a backlash from the Penguin army.
  
  
  
• Act Normal
  
  If you find yourself in a circumstance in which you are confront with one or more Penguins, stay calm. Don't let them know that you know!
