Africa's Least Developed Economies (LDEs) continue to suffer from poor telecommunications infrastructure. Ethiopia has the second lowest Internet penetration rate in sub-Saharan Africa. There are several obstacles to develop the country’s telecommunications market such as open competition, finding a fund and training local expertise. Implementation of the telecommunications infrastructure in Ethiopia should consider privatization, government policy and regulation, investment, what kind of technology to implement and how to train local expertise.
