I am a Distinguished University Professor of Economics and Law at George Mason University, where I have been a faculty member since 1999. My research focuses on political economy, public choice, health economics, law and economics, and regulatory economics.
I received my Ph.D. from the University of Maryland in 1990 and have held visiting positions at the University of Chicago, University of Munich, and the International Monetary Fund. I am a CESifo Research Fellow and Senior Fellow at the Property and Environmental Research Center.

Research Highlights
My research examines the intersection of economics, politics, and law. I have published extensively on campaign finance, the effects of political contributions on legislative behavior, health care regulation, and economic freedom.
Recent work includes studies on certificate-of-need laws and their impact on healthcare access, economic conditions on Native American reservations, and the political economy of regulation. I have received the Duncan Black Prize twice (2005, 2010) for outstanding scholarly work in public choice economics.
