At the basic level, this involves a medical professional receiving assistance from another practitioner over the phone, and all that is required to develop basic telemedicine applications is a telecommunications medium. More advanced programs may involve the use of satellites and video-conferencing.

ICT can help educate millions of Chinese on disease prevention and treatment, both medical practitioners and citizens. Hospitals can receive training from CDs or other media forms. Nurses without the medical know-how can quickly treat contagious patients after speaking to doctors via video-teleconference, mobile phone, or online chat, effectively decreasing the immediate spread of disease. Combined, these ideas could contribute to the achievement of Millennium Development Goal #6.
