Instructions

Consider where you work or volunteer. Is there a process or procedure that can be improved or streamlined? Do you see an unfulfilled need in the organization? Use a real situation from a familiar place for this assignment to determine some action which needs to be taken. (I also encourage you to make the assignment work for you in the organization—ask your supervisor or manager if you could develop a proposal for improvement, and work with him/her when developing it.) STEP 1 – Due Feb 15th Develop a one-page pre-proposal for the proposal. In this pre-proposal, consider the following questions:  What process, procedure, or need would you like to address?  Why does this action need to be taken?  Who needs to be involved in the action plan?  What data will you need to find?  Where will you find the data?  What would you consider the optimal outcome?  What obstacles can you foresee impeding the optimal outcome? By writing this pre-proposal, you begin to think through the issue, the action which needs to be taken, and what can be possible solutions and outcomes. This one-page pre-proposal should be posted by class time on Friday, February 15th. STEP 2 – Due Feb 22nd Submit a detailed outline of your proposal including a draft of the introduction. Include the following information in the outline:  Who will be the readers (primary, secondary, tertiary, gatekeepers)?  What will be their needs, values, and attitudes?  What will be the various contexts (physical, economic, political, ethical) for the proposal?  What is the current situation/issue which needs to change?  What is the project plan?  What are any projected costs and/or benefits?  What are your data sources? This outline (which can be in any organized form you choose) should be posted by class time on Friday, February 22nd. STEP 3 – DRAFT Due Mar 28th Submit the proposal by class time on Friday, March 28th. The draft version should be approximately six to eight pages in length. If you choose to develop a web-version of the proposal, the content should be equivalent to six to eight pages of word processed text. STEP 4 – See Activity Report Task STEP 5 – FINAL REVISION Due May 2nd Submit the final version of the proposal on your Presentation page by 10:30am on Friday, May 2nd.


Pre-Proposal

I currently work at Inova Fairfax Hospital as a medical records clerk. The areas that I find that need major improvement would definitely have to be more team work effort, and cross training within our department.

What process, procedure, or need would you like to address?

I would like to address that there should be more cross training within our department. I believe that this can help with the our issue of falling behind the status quo in terms of keeping up with our records being assembled, coded, and sent to billing. I also believe that this can help maintain our department’s budget, and help reduce the cost of overtime and unfairness to employees who don’t receive the extra money for their extra work.

Why does this action need to be taken?

This action should be taken because there are so many people working overtime and lots of complaints with our budget being too low. This in turn creates an issue with salary for the employees, work not being able to be caught up due to staffs not having the knowledge or appropriate training to complete other tasks that could initially help make production go faster.

Who needs to be involved in the action plan?

I believe that all employees within our department and all manager within our department should be involved.

What data will you need to find?

We will need to find out the different job descriptions so that employees can a have an idea of what each position is all about and how they’re going to be trained. We would also need to set times, dates in which the training can begin.

Where will you find the data?

Employees can find the data and resources of each job description through Human Resources (HR) or through their managers.

What would you consider the optimal outcome?

I would have to say that if the plan of action is successful, then our department and employees would have a better system going for them in which they can be on par and keep up with the status quo for the department. Employees would also have the opportunity and advantage to learn new work task, and have the ability to accommodate for others in different sections when needed.

What obstacles can you foresee impeding the optimal outcome?

Some of the obstacles that can foresee would have to be based on the level of consistency and commitment. It really all depends on how much our employees and managers put forth the effort to make this plan of action work, and how much they’re willing to keep up with making the plan work.

Proposal: Cutting overtime and initiating more cross training

Who will be the readers?
• Primary: administration (those in charge of decisions such as this)
• Secondary: Employees who are receiving overtime without permission, and managers who only allow certain employees to receive overtime based on favoritism.
• Tertiary: all staff and employees within the Dept. of Medical Records at INOVA Fairfax Hospital.
• Gatekeepers: administration, human resources, managers and directors of medical records.

What will be their needs, values, attitudes?
• Needs: to inform all employees about change and cross training
• Values: plan of cross training and to cut overtime all together
• Attitudes: some people may disagree with the plan to cut overtime, and others may not mind as well as possibly approving to the idea of cross training.

What will be the various contexts for the proposal?
• Physical: it would help to reduce office politics, as well as help enhance employees skills and knowledge to help out other sections of the department to produce better production.
• Economic: not sure what the budget would be.
• Political: would help to reduce office politics
• Ethical: providing equality among employees with the department of medical records

What is the current situation/issue which needs to be changed?
• The current situation is too much overtime without permission and managers granting overtime to certain employees based on favoritism. The changes that must be made are to cut overtime all together and to initiate more cross training to produce better production in most sections of medical records; therefore this can help out with the overtime in terms of not needing it.

What is the project plan?
• Talking to administration, Human Resources, employees, managers and directors of medical records
• writing different proposals and/or plans of action for cross training
• setting up times and schedules for the cross training

What are any projected costs and/or benefits?
• cost of time and possibly money to cross train all employees
• The benefits would be that hopefully there won’t be a need for overtime due to cross training employees to help out different sections in order to enhance better production. Also to produce an equal environment for all employees to be apart of, and not left out. 

What are your data sources?
• Looking at the departments budget
• Determining what the cost and time of what it takes to initiate the cross training
• Surveying employees on what they think and how they feel about the plan of action
