** How this page should function**
- create a new LIP should be the first and only option if there is nothing
stored for the upcoming school year
- once anything has been created, it should change to "edit"
- "publish" should
appear after some information is in every section for LIP
- "publish" should appear
after some information is in a progress report
- "publish" should appear
after some information is in a evaluation report
- once something is published, the "create" and "publish" words should appear
with check marks
- progress and evaluation reports should become unlocked once the LIP is
published (both of them at the same time)
- We have not demonstrated the Edit pages for the progress and evaluation
reports, here they are:
