Pom2 is an occasional journal publishing "work that directly engages and responds to poems published in Pom2" The editors welcome submissions from "those who are willing to have their work altered, lifted, plagiarized, or transformed in later issues." New issues are published in hard copy. Old issues can be downloaded free from the web site. Re: visual poery and collage: in Pom2 #4, for example, you might be interested in all three poems by Joel Lipman, as well as poems by Bill Marsh, Holly Bittner, and Kari Edwards. Pom2 is edited by four GMU MFA alums.
