teeming shore

The word teeming in this line refers to other countries overflowing with poor and desperate people. It sets a tone of how negative this overflow of poverty is but also gives a feeling of acceptance in the line "send these, the homeless, tempest-tost to me, I lift my lamp by the golden door!" Even though people may be impoverished in large numbers in a foreign land they have an opportunity to go somewhere that they are welcome. So i think this phrase is both negative and inviting at the same time.
