Lighting concepts for the park were discussed and developed since 1932. Along with lighting of the cascades, night lighting of the park was considered and met the opposition of Charles Moore, Commission of Fine Arts, who supported his opposition with racism. He remarked in a letter from 1932 that night lighting "would reduce the park to Hollywood standards and attract black folks." See: CLP, p. 123 and conversation with Steve Coleman, Nov. 29, 2001.
