Jubilee is located in the far west coast of what is now known as North America. It is located in a valley with a mountain range to one side and the ocean to the other. Its location is ideal because it is near a water source and the trees on the mountains provide shelter, fuel, currency, and several other things needed in everyday life.
Jubilee is like no other place on earth in the 19th century. It is not governed by the laws of the constitution. It is separate from America and is governed by its own laws. Its laws are based solely on the notion of human rights. The idea among its citizens is to simply treat others the way they wish to be treated. However, the community will be democratic in so far as there will be elected officials to govern the community. Five officials are elected every four years to serve as a City Counsel. One will be black, one will be white, and one will be Indian (who will consult with various tribes), one will be Hispanic, and one will be Asian. The purpose of this is to ensure that all racial groups are represented and that none are overlooked. The Counsel will make its decisions in a democratic way. They will make their decisions based on votes. At least three of them must vote for a law in order for it to be passed. Therefore the majority vote wins (with respect for the minority vote of course).
Jubilee will be composed of an assortment of people. The community would open its doors to anyone who is interested in visiting/living there. However, they must follow the rules. If they fail to respect other members of the community then they will be banished. The most significant part of the community is that all are treated equally. This applies to race and gender. There would absolutely be NO slavery. Slavery of any kind is strictly prohibited. Also, along with racial equality, there will be gender equality. Women will be able to vote as well as run in elections. Women are not seen as solely child-bearers
Though this will be a very free and liberal community, there will be a group of people present to act as law enforcers. These individuals will be known as Rouges. They will ensure the safety of the community. They will fight crime as well as injustice. They will work along with the court system.
There will be no set religion in Jubilee. Everyone is free to worship as they choose as long as their religious practices do not violate the Human Rights Laws. This means that human sacrifices are out of the question. The goal of the people in this community is to operate on an understanding of mutual respect. Your neighbor may not be the same religion as you are, but you respect them just the same.
Jubilee is both agricultural and industrial. The community has both rural and urban aspects. There will be public buildings, including backs, stores, etc., but their will also be farm land where various crops can be grown. Farm land will be divided among people who are interested in owning it. People who have lived in the community the longest will have precedence over newer residents.
Jubilee is basically a place where people who are fed up with the judgment of the real world can come and be in a safe environment.
