The
Pro-Net Neutrality supporters do not adaquately address
the problems of congestion. Should Google or other companies be
able to "hog" much of the bandwidth without paying any extra fee to the
provider? Pro-Net Neutrality supporters argue that companies have an
incentive not to increase bandwith, since it gives them an excuse to
charge more for premium service. It also gives people an incentive to
pay for the premium service. This is a good point, but it does not
solve the problem of paying for infrastructure improvements that would
help congestion without increasing fees for the average user. Also,
they too easily dismiss the notion that a free market would create
reasonably priced options for a relatively neutral internet. Consumers
want high speed access to all websites, so a niche, at least, for this
would most likely remain.
