professor at George Mason's School of Public Policy, where I
specialize
in science and technology policy. I'm interested in the sources
and implications of discoveries and inventions of all sorts, past and
present. I'm especially keen to understand how states and markets
interact in the process of making decisions about important new
technological capabilities.
